Welcome to the Webb County Community Action Agency (WCCAA) webpage. Our main office is located at Fernando A. Salinas Community Center, 520 Reynolds Street, 2nd floor Laredo, Texas 78040. Office hours are from 8am to 5pm, Mondays thru Thursday. Management functions, support services and agency referrals are some of the services provided at the main office.

The main office staff located at the Fernando A. Salinas Community Center consist of: Mr. Javier Ramirez - Executive Director, Maricela Benavides – Executive Administrative Assistant, Maria G. Silva - Community Social Services Manager, Monica Chavez - Case Management Specialist, Elisa Perez – Case Worker, Josie Acevedo – Pre-screeners, and Sylvia Leal – Pre-screener.

Community Actions come out of President Lyndon B. Johnson’s War on Poverty and from the advocacy of Dr. Martin Luther King, Jr. The Economic Opportunity Act of 1964 created the Community Action Network of national and locally-focused organizations that connect millions of children and families to greater opportunity.

WCCAA consists of 4 divisions which are the Community Socials Services, El Aguila Rural Transportation, Meals-on-Wheels/Elderly Nutrition Program, and the Self-Help Center. We strive to provide social services assistance, utility payment assistance, elderly and disabled nutrition programs, rural transportation service, home repair or reconstruction with program funding from the Texas Department of Housing & Community Affairs, Texas Department of Transportation, Texas Department of Human Services, U.S. Department of Transportation, and the County of Webb.

Our agency is part of the Community Action Network. We are 1 of over 1,000 Community Action Agencies with in the nation. The networks – are a robust, national, state, and local force, reaching children and families in 99% of America’s counties with life changing services that create pathways to opportunity and prosperity.

The Community Action network:

Connects individuals and families to approaches that help them succeed – including high quality education programs for children, job retraining for adults, stable and affordable housing for families, utility assistance for seniors, and so much more

Promotes community-wide solutions to seemingly stubborn challenges throughout our cities, suburbs, and in rural areas – whether it’s the lack of affordable housing or the need to promote economic growth that benefits all families.

Shares expertise with national, state, and local leaders looking for evidence on what works to promote greater economic opportunity for children and families.
